Every year, NEBHE’s Tuition Break program, the New England Regional Student Program (RSP), enables thousands of New England residents to enroll at out-of-state New England public colleges and universities at a discount. Students are eligible for the RSP Tuition Break when they enroll in an approved major that is not offered by the public colleges in their own state.

All 78 New England public colleges and universities participate in the RSP Tuition Break program. The approved undergraduate and graduate degree programs are listed in our annual RSP Tuition Break catalog.

Examples of the hundreds of degree programs available through the RSP Tuition Break program include: aquaculture, aviation science, biomedical engineering, coastal studies, communication design, dental medicine, environmental safety, food science, information systems engineering, landscape architecture, law, marine transportation, medicine, Middle Eastern studies, music business, occupational therapy, pharmacy, sound recording technology, plastics engineering, television studies, textile design, and turf management.

Since it was established in 1957, the RSP Tuition Break has provided New England residents discounts on more than 200,000 annual tuition bills, with total savings well into the billions of dollars. In the 2006-07 academic year, more than 8,200 New England residents saved over $46 million in tuition because of the RSP. A full-time RSP student received an average tuition break of $7,000.

Our RSP Tuition Break program not only saves students and their families thousands of dollars in college tuition, but also saves taxpayers millions of dollars by enabling the six New England states to share educational resources and avoid the duplication of costly academic programs at public campuses.
