How does a student qualify for the RSP Tuition Break?
For degree programs not available in your home state As a permanent legal resident of a New England state - Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, or Vermont - you are eligible for the RSP Tuition Break when enrolled in an approved degree program out-of-state.
An approved degree program is offered by a specific public college or university in another New England state(s) and is not offered by a state college or university in your home state. For a list of associate, bachelor's or graduate programs approved for residents of your state, search the online RSP Tuition Break database or download the annual catalog.
IMPORTANT NOTE: Each degree program is offered by one or more
specific colleges/universities. Freshman students are not eligible for
some programs.

The approved degree programs do not necessarily include every program for which residents might expect to be RSP-eligible. Participating colleges and universities may decide against offering certain programs, such as those which are highly competitive. Also, some specialized degree programs (such as bachelor's degrees in aerospace engineering, professional golf management, forensic science) are not offered by any of New England's public colleges and universities.
For enrollment at an out-of-state college that is closer to home When your home is closer to an out-of-state college than an in-state college offering the same program, you may be eligible in certain cases. Many community colleges and a few four-year campuses allow this eligibility. Refer to RSP Tuition Break Policies: Proximity-Based Programs of Study (3B3). Eligibility for Graduate Programs Hundreds of approved master's, doctoral and graduate certificate programs are listed in the annual catalog. Students also may petition for eligibility for other programs in certain cases. Refer to RSP Tuition Break Policies: Highly specialized graduate programs and contact the RSP representative at the college where you wish to enroll on this basis. Approval is made at the discretion of the institution.
