The Regional Student Program (RSP) Tuition Break allows eligible out-of-state students to pay a regional tuition rate, which is significantly less than the regular out-of-state tuition rate. The rate is based on a percentage of the college’s in-state rate. Rates vary by institution, with students paying only 50% greater than in-state tuition in some cases. The Tuition Break program discounts tuition only – not fees or room and board – at out-of-state New England public colleges and universities. 2011-12 Annual Report
In 2011-12, the program's 55th year, RSP Tuition Break enrollment rose to a record high of 9,293, and New England residents saved an estimated $53 million in tuition payments (that translated to an average $6,900 discount for each participating student).
