The New England Transfer Guarantee provides a clear, affordable path for associate degree holders with an eligible grade point average to complete a bachelor’s degree – admission guaranteed!

Community college graduates in Connecticut, Maine, Massachusetts, New Hampshire,  Rhode Island and Vermont can now transfer directly to participating four-year independent colleges and universities in the same state.

The initiative unifies systematic state transfer and promotes equity and access in higher education.

The New England Transfer Guarantee was supported in Connecticut, Massachusetts and Rhode Island by generous funding
from the  Teagle Foundation,  the  Arthur Vining Davis Foundations,  the  Davis Educational Foundation  and the  Lloyd G.
Balfour Foundation . The scaling of the New England Transfer Guarantee to the northern New England states of Maine,
New Hampshire and Vermont was generously supported by the Teagle Foundation, the Arthur Vining Davis Foundations and
the Davis Educational Foundation.

Scaling the New England Transfer Guarantee to Northern New England

In July of 2022, NEBHE began developing expanded transfer opportunities for northern New England community college graduates after a successful eight-month planning phase which concluded in February 2022.

NEBHE collaborated with state partners to develop a plan to streamline and unify transfer for both in-state public and independent colleges and universities. NEBHE’s partners include: the Maine Community College System, the University of Maine System, the Maine Independent College Association, the Community College System of New Hampshire, the University System of New Hampshire and the New Hampshire College and University Council, as well as the Community College of Vermont and the Association of Vermont Independent Colleges.

The three-year implementation grant laid the foundation for the following in the three northern New England states:

  • strengthening partnerships among community colleges, four-year publics and independent institutions;
  • developing a unified guaranteed admission transfer system for community college students;
  • promoting transfer into liberal arts programs; and
  • increasing the number of community college transfer students who earn a bachelor’s degree.

NEBHE’s work on the New England Transfer Guarantee continues with promotion to students and families, state by state data collection, publication of an annual highlights report, and program information updates.
